The patient charter will be respected as much as possible, however due to the number of health services measures introduced due to covid19, precedence to the latter will be given over the charter.
The National Patient's Charter of rights and responsibilities sets out the key rights and responsibilities of people receiving care within the Maltese health care system and provides information to underpin the provision of safe and high quality care, and to support a shared understanding of the rights and responsibilities of people receiving care. The Patient’s Charter is structured around the following 8 principles:

- Privacy and Confidentiality
- Dignity and Respect
- Safe healthcare
- Comments and Complaints
Following an in depth consultation with all stakeholders the Patient’s Charter was launched on the 21st of November 2016.
