For internationally educated nurses (IENs) who apply for bridging courses should include but not limited to the following, having completed at least three year full time course in nursing at MQF level 5, the course content of the three year course has to be evaluated against the stipulations of the EU directives 2005/36 and 2013/55 for nurse education. Any identified incongruences between a three year programme and the EU directives are to be addressed in the programme for IENs. In addition IENs need to provide evidence of an active registration with the professional regulatory body e.g. nursing council of the country of applicant’s origin or country of applicant’s study, certificate of good standing from the respective nursing council, and have at least 12months working experience as a nursing in the last 5 years from the date of application or have completed the nursing programme and registered with the respective council within the last 18 months from date of application.

- Nurses who are in possession of an MQF Level 5 (or comparable as per MQRIC) in Nursing, who need to upgrade their knowledge, skills, and competences in order to apply for registration with the Maltese Council of Nurses and Midwives as first level nurses.

The Council for Nurses and Midwives would like to inform you
that as soon as the official academic transcripts and results have been
published by the University of Malta / MCAST, thus confirming that you have
successfully completed your Diploma/Degree in Nursing or Midwifery, you will be eligible to
apply for a temporary registration as a nurse /midwife with the Council which will
entitle you to start employment as a nurse/midwife.
Once the official graduation certificate is presented to the
Council, registration will be on a permanent basis.

Temporary Registration or occasional provision of services
Registered nurses/midwives who need to apply for a temporary registration for occasional provision of services are to send an email to cnm.sph@gov.mt with their request and provide copies of their current registration, good standing status certificate and information about the service which will be provided to the Registrar.
Practicing as a Nurse / Midwife in Malta - NON EU Trained Nurses and Midwives
The Council
for Nurses and Midwives would like to inform you that as from Monday 12th
September 2022, all applications for registration as a Nurse and Midwife should
be submitted through the link below.
NON EU Trained nurses are to apply for registration under the Temporary Registration 1st level nurse category since if registration is approved, it will be granted on a Temporary basis of 24 months.
As from 1st November 2022, all Non- EU applicants for nursing
registration are required to provide reference letters to confirm that
they have practiced the nursing profession, a valid registration
certificate and certificate of good standing status from the Council of
the country where they completed the nursing programme and are required to attend one of the non-EU nursing courses offered by MCAST, IDEA and University of Malta. Applicants may submit their application for registration as soon as they have received an acceptance letter from one of the Educational institutions mentioned above.
Those applicants who have not practiced the
profession for at least 12 months in the last 5 years shall only be considered
after they have successfully completed one of the nursing bridging courses
offered by MCAST, University of Malta or IDEA and hold a valid registration as
a nurse or have completed the nursing programme within the last 18 months from
date of application and are registered with the respective council of their
country.

Midwives are to send the same documents but with the transcript of their studies in Midwifery and the log book which shows all the births assisted during their training.
Non EU trained nurses can only apply for permanent registration after having been registered as a nurse and successfully practiced the nursing / midwifery profession in Malta for continuous period of at least 4 years after the first registration is approved.

Please note that as from the 1st June 2021, non EU applicants for nursing registration are required to provide reference letters to confirm that they have practiced the nursing profession for at least 12 months in the last 5 years from the date of application or that they have completed the nursing programme and registered with the respective council within the last 18 months from date of application.
Applicants who submit their application for registration as a Nurse to the Council from 20th June 2022 onwards will be required to attend a Non-EU nursing bridging course which is currently being offered by MCAST, University of Malta and IDEA in order to be able to complete the registration process as the Council's Adaptation Course will no longer be offered by the said Council.

The requirements for registration have not been changed and applicants who have all the requirements and are deemed to be eligible for registration by the Council will have to successfully pass the Language and Professional Proficiency Interview and submit a non- EU Nursing bridging course completion certificate before their application for registration as a Nurse can be approved by the Council.

Applications
without all the requirements as explained in the application form will not be
processed.
Language requirements have not been changed, applications without
IELTS academic with an average score of at least 6 or OET with scores of B in
speaking and at least C+ in writing, reading and listening cannot be accepted for registration. Certificates presented to the Council have to be valid and not surpassed their expiry date. Expired certificates will no longer be accepted and applicants will have to submit a new valid certificate.

Renewal of nursing registration of NON EU trained Nurses and Midwives
Registered nurses and midwives who have been granted temporary registration and need to apply for renewal of the registration, are to send the documents listed below by email to cnm.sph@gov.mt
1. Email asking to renew the registration with updated personal details and address.
2. Copy of Identity card.
3. Reference letter from employer/s of the last two years to confirm that you have been employed as a nurse for the last two years (renewal of registration is subject to the registered nurse/midwife having been practicing the nursing /midwifery profession in Malta)
4. Recent Police Conduct certificate or GP 47 in case of nurses who are employed as a Staff Nurse with the government
5. Last 2 payslips

Please note that as from Monday 8th August 2022 all requests for verification certificates are to be sent through thee Council's new system. This certificate is usually requested when a nurse or midwife is seeking registration with another country or have lost the registration certificate.
Appeal
In cases of dispute between the Council’s / Committee’s and the applicant;
In accordance to Health Care Professions Act 2003, Cap 464, a person may file an appeal with the Appeals Committee within 20 calendar days from the date of the correspondence received from the Council for Nurses and Midwives.
